I initially thought there was a problem with the frame order. It can usually be fixed to some extent with SRestore() but it's much worse than normal here. Is the whole video like that? Can you get a cleaner capture? This is often a result of PAL/NTSC conversions.
It has terrible blending problems (many fields are a mix of two different pictures).
